First impact fee waived for nonprofit

The Carroll County Board of Commissioners approved the first waiver of an impact fee for a nonprofit organization on Thusday.

The waiver is for Target Community and Educational Services, Inc., which is proposing building a house to be used as a group home for its clients with developmental disabilities in Westminster.

The commissioners voted December 20, 2007, to amend the county code to allow projects that will benefit the community, create work force or affordable housing or are proposed by nonprofits to apply for county impact fee waivers.

County budget director Ted Zaleski said his department has not yet written administrative guidelines for who will be eligible for impact fee waivers but brought the Target request to the commissioners Thursday for a vote.
